Okoya Adeniyi, Mufutau was born on the 8th December 1960 to the OKOYA family, Awhanjigoh Quarters, Badagry in the Badagry Division of Lagos State, Nigeria.
His quest for knowledge after his Secondary school saw him enrolling at the University of Calabar, where he obtained a Bachelor of Arts degree in History in1984.
His yarning for more knowledge as well as desire to improve on himself saw him going back for his Masters degree in International Law and Diplomacy at the University of Lagos in 1987. He was among the pioneer set of masters degree graduates to be awarded masters degree in International Law.
He joined the Civil Service of Lagos State as a Personnel Officer, Grade Level 08 in December 1990, working first as the Personal Assistance to the Speaker of the Lagos State House of Assembly and later as a personnel/Welfare Officer.
He was later posted to the Lands and Housing Office in 1994, and Ministry of Finance in 1997.
In the Year 1999, he was posted to the Ministry of Rural development, where he served till year 2002.
Shortly after, he was posted to Ministry of Science & Technology in year 2002, where he assisted in nurturing it to a full-fledged Ministry till 2004.
In 2004 he was posted to the Office of the Head of Service/Public Service Office as the Secretary Staff Housing Board. During his tenure there, he saw to the completion of the abandoned staff quarters opposite the Lagos – Ibadan expressway now named Bola Tinubu staff Quarters.
In October 2010, Mr. Okoya was posted to the Office of Chief of staff in the Speech department from where he was later posted to the Ministry of Local Government and Community Affairs as Director Boundary matters in June 2015 before his appointment as the Executive Secretary Muslim Pilgrims Welfare Board in July 2015.
Mr. Okoya is a member of professional bodies, such as The Institute of Public Administration f Nigeria and the Chartered Institute of Personnel Management (CPIM).
